We the voters get to vote in the primary which canidates will represent their party. However, who decides which canidates get to be in the primary in the first place. How come the “people” don’t get to vote for that?

If all the delegates should choose a particular candidate either Republican or Democrat, what would be the point of caucusing? To be more specific, what if the delegates and super delegates have already made up their minds - not necessarily casting their vote - what will be use of the popular vote? Are they even legally bound to take the popular vote into consideration?
